By comparison with another top-notch source book on the MKULTRA atrocities, Search for the Manchurian Candidate by John Marks, you could say that Manchurian Candidate is a good image, while Carol's book is a much sharper image of the MKULTRA atrocities. Carol's research is at least as extensive as Marks'. Carol Rutz provides some testimonial but the testimonial is supported by a very substantial framework of well documented facts.
The Central Intelligence Agency [CIA] bought my services at the tender age of four from my grandfather in 1952. Over the next 12 years, I was tested, trained, and used in various ways. Electroshock, drugs, hypnosis, sensory deprivation, and other types of trauma were used to make me compliant and split my personality (create multiple personalities for specific tasks). Each alter or personality was created to respond to a post-hypnotic trigger, then perform an act and not remember it later. CIA Director Allen Dulles
The CIA financed research project code-named MKULTRA was established to counter Soviet and Chinese advances in brainwashing and interrogation techniques. It consisted of 149 subprojects contracted out to at least 80 institutions. It was designed to study the use of biological and chemical materials in altering human behavior. CIA Director Allen Dulles approved MKULTRA on April 13, 1953.

As a survivor of CIA programs Bluebird/Artichoke [2] and MKULTRA, I began my intense search to document some of the mind control experiments that I was made part of. 48 years after I was first experimented on, through a series of FOIA [Freedom of Information Act] requests to various departments of the government, I found solid proof of my memories—nearly 18,000 pages of declassified documents from the Bluebird/Artichoke and MKULTRA programs that validate my personal experiences. As it happened most of the individual subproject folders contain project proposals and memoranda for the record, which in varying degrees, give a reasonably complete picture of the avenues of research funded through MKULTRA. (U/AIUO) At this writing, it does not appear that there is anything in these newly located files that would indicate the MKULTRA activities were more extensive or more controversial than indicated by the Senate Select (Church) Committee Report. If anything, the reverse is true, i.e., most of the nearly 200 subprojects are innocuous. Thus, the overview of MKULTRA is essentially unchanged. With two exceptions, the project find fills in some of the missing details.
4. (U/AIUO) One of these exceptions is Subproject Number 45 which concerns an activity that should have been reported earlier. That project deals with the search for a knockout drug which was concomitant with, and a by-product of, cancer research at a major university. It is believed that an objective reading of that project would demonstrate the search for knockout materials and anesthetics were compatible activities. However, the research proposal stated that "chemical agents... will be subjected to clinical screening... on advanced cancer patients".
5. (C) Subproject Number 55 contains full details of CIA's contribution of $375,000 to the [deletion] Building Fund. The Agency was then involved in drug research programs, many of which were being conducted by [deletion] whose facilities were inadequate. In order to facilitate the ongoing research programs, it was decided to expedite the building program by contributing to it through a mechanism that was also being used to fund some of the research projects

In a memo to the Warren Commission, he made mention of "biological radio communication". The 1964 memo was prophetic. Helms : "Cybernetics can be used in molding of a child's character, the inculcation of knowledge and techniques, the ammassing of experience, the establishment of social behavior patterns.... all functions which can be summerized as control of the growth process of the individual.

Cybernetics technology that responds to thought was in the offing. In his memo, Helms diverted attention from CIA funded research and development by alluding to the Soviets. But then they had no technology the U.S. did not also have, he conceded.
A subsequent CIA directive, summerized in a brochure on the "Cybernetic Technique" distributed by Mankind Research Unlimited (MRU), a research front in the District of Columbia, gleefully discusses the Agency's development of a "means by which information in modest rate can be fed to humans utilizing other senses than sight or hearing." The Cybernetic Technique, "based on Eastern European research," involves beaming information to individual nerve cells. The purpose, the directive states, is the enhacement of mental and physical performance.

Dr. Nick Begich is the eldest son of the late United States Congressman from Alaska, Nick Begich Sr., and political activist Pegge Begich. He is well known in Alaska for his own political activities. I am the daughter and only child of he union of my mother and father, both only children, my father was a well known Journalist, Publisher, Musican and Activist Dan Burley, whose career spanned decades until his untimely death in 1962. My father was involved within three major Whitehouse's, was friends of Dorothy Kilgallon, Walter Winchell and many many others
But a story I never talked about until now accept with family and friends was the fact that at a very young age I was sensitive, it was also a possibility I was able to move objects, my mother who see things in our apartment located in Lake Meadows, and also knew about things before they had happened. Then objects would move about, I felt it was ghost, but I felt things around me, I was very sensitive then, and now I see things that happen within dreams, and know before they are to happen.
Here is something I never spoke of, as a child I went to the University of Chicago Lab School, for there summer school program, it was between the years of 1959-1960 when my parents Dan and Gladys Burley, decided to enroll me into a special program designed to help you achieve better in school.
My parents drove me to the school located within the campus in Hyde Park, Chicago Illinois near 57th Street, and left me off with my classroom. The only thing that was wrong was they had sign a special permission slip for me to be involved in a special program, the program was conducted in the lower level of this University Building, one person took me down into this very narrow hallway and then room whereby they tested me for things like ESP, and did wave test with a metal cap thing which was placed on my head….
I complained to my parents, my mother mostly and finally I was removed from the school. But indeed this had an impact on me and I know of another woman who lived on the south-side of Chicago who also was involved in this program.
